This means that he can be a new entrant in the Jailbreak Market or some member of a well-known Jailbreak team from past with a new name. Everything is skeptical about him at the moment. enMTW claims regarding iOS 9.3 Jailbreak comes on his twitter account stating that:

    According to enMTW’s tweet, he is clearly waiting for iPhone SE launch and he has iOS 9.3 Jailbreak ready with him. As of now we know that Apple had released iOS 9.3 Beta 7 for Developers and it may roll out the final version on its 21 March 2016 Media event. It is expected that Apple will announce iPhone SE, new iPad lineups and some MAC refreshments. However, our main concern is with the Jailbreak for iOS 9.3.

    According to a user called Grugq on ycombinator claimed that a Chinese company paid a filthy rumored $1 Million to Evad3rs for the iOS 7 Jailbreak release as soon as possible with its sponsored Application in the Evasi0n Tool.

    Well, the reason that the Cydia store doesn’t work, and that Saurik wasn’t included in the discussions, is starting to become clear. A Chinese company paid the evad3rs a rumored 1 million dollars for the jailbreak, forcing their own App Store onto the phone.
    If the computer running the jailbreak has Chinese as the main language, then the Chinese 太极 (taiji) market app is install. Cydia is available as an option, but it is deselected by default.

    The team of Evad3rs is back to find iOS 7 Jailbreak Exploits because Apple has issued iOS 7 GM (Gold master) the day before and announced some new iPhone series that will be arriving later this month. We are sure that the announcement of the iPhone 5C and iPhone 5S along with the release of iOS 7 GM motivated the Evad3rs to start their work on the iOS 7 Jailbreak because they weren’t working on the Jailbreak of iOS 7 due to its availability was in Beta stages.
